My banList.txt is empty????

So I restarted my BF3 game server today and lost all my EA name/GUID bans, the only bans that remained are the PB bans. It was my understanding all bans handed out in procon where saved on my gameservers banlist file (%server:port%\admin\BanList.txt). Mine however is totally empty and now I fear I have lost them all undoing the hard work of my admins.

Is there are way I can re obtain my list?
