One of the big points of contention or change that came with the online multiplayer reveal of Fallout 76 was that the world will not feature human NPCs. All human interaction would be with other players in a prequel set hundreds of years before the events of Fallout 4. And now with a pair of social media posts, Bethesda is confirming the existence of both the Brotherhood of Steel and Raiders.

With a reasonable explanation given for the presence of the Brotherhood in West Virginia.

And the following post today adds a Raider faction with a leader.

In our three hours spent in the world of Fallout 76 we didn't come across any human NPCs - but the above highlights that they'll be there, but not in huge numbers. We'd love to see faction quests for both - in meaningful ways that extend the survival and rebuilding mechanics in the long term.
