In that no-one under Level 5 will be able to be killed, according to a new interview with Betehsda's Tod Howard over at Italian site Multiplayer.it (as reported by PC Gamer). Also when posed with the question about fast-travel turns out it will be present in Fallout 76.

Which makes sense when you factor in that the size of the world if four times that of Fallout 4's. Whether or not fast travel will work in the same way that is has before, via selecting any point of interest on the map as long as you're not in combat, remains to be seen. As a multiplayer title we assume it will work the same way.

But, let's say you're below Level 5 and can't be killed - so instead you hang around punching high-level players at their base preventing them from fast-traveling. According to Todd Howard the restriction could change before release, and we should probably expect some big changes to come out of the beta too.
