Because FIFA 17 "invites users to support the English football premier league’s Rainbow Laces action, a massive campaign in support of LGBT." Which goes against the country's law against propaganda of non-traditional sexual relations from 2013. So what did EA and FIFA do exactly that could potentially cause "harm to children’s health and development"? Well, they offered players free in-game rainbow-themed jerseys or shirts or whatever they call the tops in soccer.
Which, as you can see, look pretty cool. Naturally, when the campaign began certain elements of the internet community with a mindset from a different age took offense to the addition. But that's a far cry from petitioning a government body to outright ban the game, or in a strange turn of events, introduce some sort of age verification system code into the game to prevent children from accessing this potentially harmful content.
In any event EA will probably distance itself from these Russian MPs, as it has shown repeatedly over the years that it supports the LGBTQ community, as seen in many of its titles ranging from Dragon Age: Inquisition to The Sims.
