You need to have either a Procon layer or run Procon from home (client without layer) then add the xVotemap plugin to either the layer or your home client. The plugin goes in Plugins/BF4 folder of your layer's or client's Procon install folder, you'll then need to restart your layer or client. e.g. If using the client only and your Procon's install path is C:\Procon then the plugin would go in C:\Procon\Plugins\BF4.

You can get Procon from: https://forum.myrcon.com/showthread.php?5813-Download-Procon-1-X
xVoteMap plugin from: https://forum.myrcon.com/showthread.php?6524-xVotemap-1-5-4-0
