Anyone here interested in wiring a house with Cat-6 for a media setup?

No, it's not illegal. If he was to try to connect it to the outside box/network, then it would be.
In-Home network you are allowed to do yourself.

Even if he can't get someone to crimp it and he's not confident there, get him to at least run the cable to where he wants it to go. Then someone can just come in and terminate the connectors if the walls go up at that point.
Also, make sure he runs more cables than he needs right now.

 Wired my house just recently with Cat6, was the easiest thing I've done currently in my renos (except crawling under my house) - still wasnt that bad.
Unsheeted walls are a real treat, too.

just tell him to go to ideal electrical or haymens and pickup a box of cat6 solid core + cable clips (like this-> http://www.4cabling.com.au/product_images/v/352/nail_clip_2__94508_zoom.jpg <-)
run it himself, leave at least 50mm between electrical and his cat6 where ever possible, make sure he leaves enough of a loop for a pro to come in and terminate them onto krone keys later, 300mm would be heaps for the loop
when the plaster guys come in to do there thing they should punch the holes where the sparky has marked for electrical outlets, so just mark the data in the same way

It makes for a boring but INFORMATIVE photo album should he want to modify anything down the line

Since you won't be doing it to cat6 standards.
Just buy cat5e and save money.
Cat6 has lods of requirements.
No more than 0.5" untwisted.
No plastic cable ties only fabric velcro or special plastic coated stables, supported at random gaps between 200 and 300mm.

Even if he was going to connect it to a router. He's connecting it to the router, it's the routed that's being connected to the telecommunications network.

doesn't matter, it's still illegal "May be connected" is based on intent, i.e. if you run an extra wire that you might not need but it may be connected in the future. According to your assertions it's illegal to use cat 5 as speaker cabling or to hang yourself with because "it may be connected to the carrier network".
Also, probably because you signed a binding contract with Apple saying you wouldn't.
Also ACMA can't just decide to look in your house.
But if they did, I support your right to defend yourself and your property.

not long cabled my place with cat6, got my neighbour who is a licensed cabler and a leccy to run the cable thru walls and in the roof. that satisfied ACMA/insurance ect...
i terminated the leads coz my neighbour hates doing it, and i also cheated by getting dual wall plates and running the cat6 out thru the same holes as the aerials and phone points to minimize the holes chopped.
its prolly not cat6 certified, but i don't care. its a shitload faster than wireless and neater that running a lead along the floor, and 4cabling are cheap!@

You can interpret the part I quoted however you like, but the fact is it's still illegal.
If the cabling is run through a wall, ceiling, floor or crawl space, it must be installed by a registered cabler.

as long as he follows standard practices, it won't be a problem
fwiw I'm technically an open reg cabler, I don't do it for a job fulltime or anything - I've done some for my boss and in my own home, but I went through the same course any tradie would do, trust me when I say it's a piece of cake to get it right
grab a copy of AS/ACIF S009:2006 and hit page ~123 for minimum separation distance between services, that'd be a good start

My quick googling before i wired mine up as B told me A is used on only a few very specific situations.
But since the wires are straight through it doesn't matter as long as you are consistent.

also your chances of buying a cheap cat6 cable off ebay and it being A or B are 50/50, so really unless you make all of your own cables or buy them all from one source, you're going to run into that problem anyway

How is that half ass? I've consistently deployed cat6 'B' connections across my house. I went with the most common deployed standard (acc: google), and wikipedia recons there's no difference: "Connectors use either T568A or T568B pin assignments; the choice is arbitrary provided both ends of a cable are the same.".

Pardon my squirrelly ignorance but the way I read it if you're being paid by someone to install it and are unlicensed then it'd be illegal but if you're doing it for yourself, wouldn't that be ok?

A vs B your right it doesn't matter, and the patch leads don't really matter if they are A or B. But for a novice installing it, it is a very small leap from not caring if it is A or B to as long as the colours are the same at each who cares ??@!?@!
Is it just me or is cat6 way to expensive for what it does?
Cat 6 is a 20% premium compared to 5E.
And the real world benefit is ? ... "future proofing" and lets be honest what is the likelihood 10 gig in the home ?
Oh and you are aware there is already a 6A standard ?
ONLY if you follow the guidelines for installing it properly.
Otherwise you really are pissing 20% of your $s against a wall.
