Isnt it one of those things used to seal plastic/nylon yellow banding that goes on freight boxes ?

you thread the yellow tape through it and around the box then crank it to tighten the straps then squeeze it to seal the tape ?

A bloke here at work says its to punch holes in alloy window frames.

Makes sense it came from a place that dealt a lot with ally.

Its defs not a strapping thingo. Its too heavy duty for that. It has a 1/2 metre lever. Bit of an overkill.

Thanks for your help.
I'm gonna run with the alloy suggestions so far.

You know they do the same thing for metal straps, the kind you find around big 20-30kg steel frames?

you feed the pieces of metal strapping around the metal bundle, get the metal clip and then you pump the thing to bind it together and press the clip together and cut the roll of binding strap.
