It's just a joke to give an Xbox 360 game best graphics this late in the generation.
I don't want to discount 343's efforts, because they're doing a phenomenal job with the tools they have to work with, but the Xbox 360 doesn't exist in a vacuum, it's a seven year old piece of hardware in a world where games are still being built for new tech.
List of 2013 PC games with undoubtedly better graphics than Halo 4 just of the top of my head: Mass Effect 3, Borderlands 2, Dishonored, Max Payne 3, Guild Wars 2, Assassin's Creed 3, Far Cry 3, XCOM, Medal of Honor: Warfighter, Planetside 2, Tribes: Ascend, The Secret World, Spec Ops: The Line, Natural Selection 2 , Sleeping Dogs, Syndicate, The Darkness 2, Kingdoms of Amalur: Reckoning, hell, even fucking Diablo 3.
It sucks how much everyone needs reminding each year that the Spike VGAs are a complete joke. They should in no way be as the videogame equiv to the likes of the Oscars, Emmys or Globes until their noms and voting are handled in a similar fashion.
^ It's also funny that GOTY was won by something that is barely a game, more of an excellent story experience with a somewhat regular set of interactive sequences.

Ah of course.
I didnt have the same reaction to Journey that everyone else had. I didnt feel like it did anything that I hadnt seen before. I also thought Fez was probably the most complex puzzle ever crafted.
