So you can see that it never reaches mysterbin.com

If I use Internode looking-glass ( http://looking-glass.internode.on.net/lg.cgi ) I get:

Which traces fine.

I flushed the Windows dns cache with "ipconfig /flushdns" in case that might help, but no joy.

It's pretty suspicious. As far as I can tell I'm running a clean system. Nothing strange in drivers/etc/hosts or in HKLM/blah blah/run or anywhere like that.

I've only noticed this problem with this specific website :-/

If I use a 'down for me or everyone' type of site to check, it says it's online - for me it times out in all browsers.

I've tested on my tpg connection and it's down for me too with the same trace more or less as what you've got.

I think it's down and their DNS change hasn't completely propagated yet. So some external DNSs are pointing correctly and some aren't. I tried websitedown.info and it says the site is down.

tracert is doing a reverse DNS lookup to get the hostname for the final hop.

# host 38.101.213.240
240.213.101.38.in-addr.arpa is an alias for 240.192-26.213.101.38.in-addr.arpa.
240.192-26.213.101.38.in-addr.arpa domain name pointer notset.namecheap.com.

or using dig:

# dig -x 38.101.213.240

; <<>> DiG 9.9.1-P1 <<>> -x 38.101.213.240

As for the website:
# telnet mysterbin.com 80
Trying 38.101.213.240...
Connected to mysterbin.com.
Escape character is '^]'.
GET / HTTP/1.0

HTTP/1.1 400 Bad Request
Server: nginx
Date: Wed, 28 Nov 2012 20:46:51 GMT
Content-Type: text/html
Connection: close
Content-Length: 166
[etc.]

So, there's a webserver responding alright, but when I supply the hostname it forwards the request onto something that's dead:

# telnet mysterbin.com 80
Trying 38.101.213.240...
Connected to mysterbin.com.
Escape character is '^]'.
GET / HTTP/1.0
Host: mysterbin.com
[hangs]

If I put "whatever.com" in the host string then it gives HTTP 400 back. The fact that port 80 is alive is probably why the "down for everyone" sites are saying that it's up, when it's not.
