yeah that's my quick impression syco
but i'd imagine the upkeep of the documentation etc (flags, coins, boundaries etc) would be more costly and time consuming than just paying whatever is due.

EDIT: Rates on the land, although very small, it's still there.

you just make sure all the seeds cant reproduce.
Monsanto does this to make Farmers keep paying for seed.

there was also that UK TV show about that guy that went through all the steps to setup his own country in his London apartment with him as king.. then went off to visit other small countries and have them recognise him - like small kingdoms in Europe and also The Vatican.

it was funny but i can't remember what it was called.

They tax bio diesel. If you make your own by distilling your own ethanol and mix it with used chip fat you're supposed to report it to the government and pay a tax per L.

I wouldn't do a Micronation. Every time you want to go down to the shops to buy Vegemite you'll cope import tax, have to pay a travel type tax for entering the country, assuming they let you.

It could become really, really expensive.

The same reasoning behind a company paying to refine it's own oil into petrol, selling it to a consumer, and the government putting a tax on that.
